- Press Release In celebration of the International Day of Persons with Disabilities
“On the 3rd of December, we celebrate the International Day of Persons with Disabilities which is observed with an overall objective of promoting understanding of the issues faced by Persons with Disabilities, and increasing awareness on the advantages of getting such persons integrated and more involved in political, social, economic and cultural life. Thus, the observance of this day intends to mobilize support for the rights, well-being and most importantly, dignity of persons with disabilities”, said Hon. State Minister of COVID19 control, Primary Healthcare and Epidemics and the Chairperson of the Women Parliamentarians’ Caucus, Dr. Sudarshini Fernandopulle.
The global theme of the Day for this year, in particular, is: “leadership and participation of persons with disabilities toward an inclusive, accessible and sustainable post-COVID-19 world.”
Keeping in line with the general overall objectives and the specific theme for this year’s Day of the Persons with Disabilities, the Parliament along with the Women’s Caucus has embarked upon several programs and is continuing to take various efforts to strengthen the rights of such persons, language rights and accessibility to Parliament in particular.
Dr Fernandopulle stated that one such program conducted by the Caucus was the ‘Policy Dialogue on Disability Rights’ which was held on the 28th of June this year where many issues and challenges faced by Persons with Disabilities were discussed in detail. In fact, the Caucus and the Select Committee on Women and Gender Equality got the opportunity to hear directly from persons with disabilities, as many representatives of Persons with Disabilities were given the opportunity and a platform to voice their concerns and suggestions to that effect.
She further stated that consequent to such dialogues, the Caucus was proud to announce that for the first time in the history of Parliament, upon a request initiated by the Caucus, sign language interpretation was provided during the budget debate. Accordingly, a simultaneous Sign Language Interpretation Counter was telecasted live on TV starting from the 12th of November, during the Budget debate, thereby upholding both language rights and accessibility to information on civic matters of Persons with Disabilities.
Furthermore, Dr Fernandopulle remarked that on the 25th of November 2021, the Department of Social Services under her Ministry felicitated persons with disabilities for creativity with the intent of providing them more encouragement, recognition and visibility.
Dr. Fernandopulle opined that the Caucus is also mindful of Sri Lanka’s obligations under Article 33 of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), that Sri Lanka ratified in 2016, and was taking initiative advocating to set up an independent body entrusted with the task of promoting, protecting and monitoring implementation of the UNCRPD. This would provide the added advantage of ascertaining the country’s compliance with international standards as well.
It is noteworthy that the dialogue on improving rights and mobilizing support for Persons with Disabilities to better integrate in all aspect of life was of paramount importance considering the recent statistics and projections pertaining to disability in Sri Lanka. “For instance, population projections, in terms of a study conducted by the Ministry of Health, indicate that by 2040 Persons with Disabilities would comprise 24% of the total population of Sri Lanka. The Caucus also takes special cognizance of the studies that indicate that across different types of disabilities, including impairment of vision, mobility, hearing and cognition, women are more affected than men”, said Dr. Fernandopulle.
In view of the above, the Caucus has strengthened its efforts to accelerate the process and initiate discussion on the enactment of the ‘Disability Rights Bill’ which was discussed in detail in the Policy Dialogue held early in June of this year.
To translate into practice, the Government’s commitment to realize the rights of the disabled, recognizing the shutting out of children and youth with disabilities from education, in turn impacts their equal access to opportunities such as employment and public services in later life, new initiatives have been forged in the field of vocational training. As Chair of the Caucus, Dr Fernandopulle reports that the Social Services Department under her Ministry opened the ninth Vocational Training Institute (VTI) at Batticaloa for young persons with disabilities. The strategy adopted is in the nature of a public-private-partnership to ensure that the youth get hands-on experience through referrals to private sector work places for training placements with prospects of employment. “On the occasion of International Day dedicated to persons with disabilities, in realizing one of our strategic efforts to ensure inclusion supportive of school-to-work transition, we inaugurated the first VTI in the Tamil medium in Batticaloa, and plans are underway to establish a similar institution in Kilinochchi as well”, said Dr. Fernandopulle.
Another such strategic effort takes the form of establishing Child Guidance Centres facilitating the early-identification of children with disabilities while providing multi-sectoral services. “The second such Child Guidance Centre would be inaugurated in Ambalangoda, and we are planning to establish such Centres in four more districts in the year 2022”, remarked Dr. Fernandopulle.
In conclusion, Dr. Fernandopulle on behalf of the Select Committee and Caucus stated, “While acknowledging there is yet a long way to go, the Parliament and the Caucus stay committed to its undertaking to uplift the lives of Persons with Disabilities by creating a country which respects, promotes, protects, and supports the rights, well-being and dignity of Persons with Disabilities”.

”දෙසැම්බර් 3 වෙනිදා අපි ආබාධ සහිත තැනැත්තන් සඳහා වන ජාත්යන්තර දිනය සමරනු ලැබේ. එය ආබාධ සහිත පුද්ගලයින් මුහුණ දෙන ගැටළු පිළිබඳ අවබෝධය ප්රවර්ධනය කිරීම සහ එවැනි පුද්ගලයින් දේශපාලන, සමාජීය, ආර්ථික සහ සංස්කෘතික වැඩ කටයුතු වලට සම්බන්ධ කර ගැනීමේ වාසි පිළිබඳ දැනුවත්භාවය වැඩි කිරීමේ අරමුණින් සමරනු ඇත. මේ අනුව, මෙම දිනය සැමරීමෙන් අදහස් වන්නේ ආබාධ සහිත පුද්ගලයින්ගේ අයිතිවාසිකම්, යහපැවැත්ම සහ විශේෂයෙන් ඔවුන්ගේ අභිමානය සඳහා සහයෝගය ඇති කරගැනීම බව” ප්රාථමික සෞඛ්ය සේවා, වසංගත රෝග හා කෝවිඞ් රෝග පාලන කටයුතු රාජ්ය අමාත්ය සහ පාර්ලිමේන්තු කාන්තා සංසඳයේ සභාපතිනී වෛද්ය ගරු සුදර්ශිනී ප්රනාන්දුපුල්ලේ මහත්මිය පැවසීය.
විශේෂයෙන්ම මෙම වසරේ ආබාධ සහිත තැනැත්තන් සඳහා වන ජාත්යන්තර දිනයේ ගෝලීය තේමාව වන්නේ: ”ආබාධිත පුද්ගලයින්ගේ නායකත්වය සහ සහභාගීත්වය ඇතුළත්, ප්රවේශ විය හැකි සහ තිරසාර පශ්චාත් කෝවිඞ් -19 ලෝකයක් කරා” යන්නයි.
මෙවර ආබාධ සහිත තැනැත්තන් සඳහා වන ජාත්යන්තර දිනය නිමිත්තෙන් පොදු අරමුණු සහ තේමාවට අනුකූලව පාර්ලිමේන්තුව, පාර්ලිමේන්තු කාන්තා සංසඳය සමඟ එක්ව වැඩසටහන් කිහිපයක් ආරම්භ කර ඇති අතර එවැනි පුද්ගලයින්ගේ, අයිතිවාසිකම්, භාෂාමය අයිතීන් සහ පාර්ලිමේන්තුවට ප්රවේශ වීමට ඇති අයිතිවාසිකම් ශක්තිමත් කිරීම සඳහා අඛණ්ඩව විවිධ උත්සාහයන් ගනිමින් සිටී.
වෛද්ය ප්රනාන්දුපුල්ලේ මහත්මිය ප්රකාශ කළේ, මෙම වසරේ ජුනි 28 වැනිදා ආබාධ සහිත පුද්ගලයන් මුහුණ දෙන ගැටලූ සහ අභියෝග රැසක් පිළිබඳව සවිස්තරාත්මකව සාකච්ඡුා කළ ‘ආබාධිත අයිතීන් පිළිබඳ ප්රතිපත්ති සංවාදය’ කාන්තා සංසඳය විසින් මෙහෙයවන ලද එක් වැඩසටහනක් බවයි. ඇත්ත වශයෙන්ම, පාර්ලිමේන්තු කාන්තා සංසඳය හා කාන්තාව සහ ස්ත්රී පුරුෂ සමාජභාවීය සමානාත්මතාවය පිළිබඳ තේරීම් කාරක සභාවට ආබාධ සහිත පුද්ගලයින්ගේ හඩට සෘජුව සවන්දීමට අවස්ථාව මෙමඟින් ලැබුණි. මන්ද මෙම ප්රතිපත්ති සංවාදයට බොහෝ ආබාධ සහිත පුද්ගලයින් නියෝජනය කරමින් සහභාගිවූවන්ට එ් සඳහා ඔවුන්ගේ ගැටළු සහ යෝජනා ප්රකාශ කිරීමට අවස්ථාව සහ වේදිකාවක් ලබා දුන් බැවිනි.
එවැනි සංවාද හේතුවෙන් පාර්ලිමේන්තු ඉතිහාසයේ ප්රථම වතාවට පාර්ලිමේන්තු කාන්තා සංසඳය විසින් කරන ලද ඉල්ලීමකට අනුව අයවැය විවාදයේදී සංඥා භාෂා අර්ථකථනයක් ලබාදුන් බව පාර්ලිමේන්තු කාන්තා සංසඳය ආඩම්බරයෙන් ප්රකාශ කරන බවද ඇය වැඩිදුරටත් සඳහන් කළාය. එ් අනුව, අයවැය විවාදයේදී, ආබාධ සහිත තැනැත්තන්ගේ භාෂා අයිතීන් මෙන්ම ප්රජාමය කරුණු පිළිබඳ තොරතුරු සඳහා ප්රවේශවීමේ හැකියාව යන දෙකම තහවුරු කරමින්, අයවැය විවාදයේදී සමගාමී සංඥා භාෂා පරිවර්තනයක් නොවැම්බර් 12 වැනිදා සිට රූපවාහිනිය ඔස්සේ සජීවීව විකාශය කරන ලදී.
තවද, 2021 නොවැම්බර් 25 වන දින, තම අමාත්යාංශය යටතේ ඇති සමාජ සේවා දෙපාර්තමේන්තුව ආබාධ සහිත පුද්ගලයින්ට නිර්මාණශීලීත්වය සඳහා උපහාර පිරිනැමූයේ ඔවුන්ට වැඩි දිරිගැන්වීමක්, පිළිගැනීමක් සහ දෘශ්යතාවක් ලබා දීමේ අපේක්ෂාවෙන් බව ආචාර්ය ප්රනාන්දුපුල්ලේ මහත්මිය සඳහන් කළාය.
2016 දී ශ්රී ලංකාව විසින් ‘ආබාධ සහිත පුද්ගලයින්ගේ අයිතිවාසිකම් පිළිබඳ එක්සත් ජාතීන්ගේ සම්මුතිය‘ (United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), අපරානුමත කරන ලදී. එහි 33 වැනි වගන්තිය යටතේ ශ්රී ලංකාවට ඇති කැපවීම් පිළිබඳව ද පාර්ලිමේන්තු කාන්තා සංසඳය අවධානයෙන් සිටින බවත්, ‘ආබාධ සහිත පුද්ගලයින්ගේ අයිතිවාසිකම් පිළිබඳ එක්සත් ජාතීන්ගේ සම්මුතිය’ ක්රියාත්මක කිරීම, ප්රවර්ධනය කිරීම, ආරක්ෂා කිරීම සහ අධීක්ෂණය කිරීමේ කාර්යයන් ඉටු කිරීමට ස්වාධීන ආයතනයක් පිහිටුවීම සඳහා මූලිකත්වය ගනිමින් සිටින බවත් ආචාර්ය ප්රනාන්දුපුල්ලේ මහත්මිය පැවසීය. මෙය ජාත්යන්තර ප්රමිතීන්ට රට අනුකූලද යන්න තහවුරු කර ගැනීමටද උපකාර වනු ඇත.
ශ්රී ලංකාවේ ආබාධිතභාවය පිළිබඳ මෑත කාලීන සංඛ්යාලේඛන සහ වර්තමාන ප්රවණතා පිළිබඳ අධ්යයනයන් මත පදනම්ව අනාගත තත්වයන් ගැන කරන ලද ඇස්තමේන්තු සැලකිල්ලට ගනිමින් ආබාධ සහිත පුද්ගලයින්ගේ ජීවිතයේ සෑම අංශයක්ම වඩා හොඳින් එ්කාබද්ධ වීම සඳහා අයිතිවාසිකම් වැඩිදියුණු කිරීම සහ සහයෝගය ලබාදීම පිළිබඳ සංවාදය අතිශයින් වැදගත් වූ බව සැලකිය යුතු කරුණකි. ”උදාහරණයක් ලෙස, සෞඛ්ය අමාත්යාංශය විසින් කරන ලද අධ්යයනයකට අනුව, ජනගහනයේ වර්තමාන ප්රවණතා පිළිබඳ අධ්යයනයන් මත පදනම්ව අනාගත තත්වයක් පිළිබඳ කරන ලද ඇස්තමේන්තු මඟින් පෙන්නුම් කරන්නේ, 2040 වන විට ආබාධ සහිත පුද්ගලයන් ශ්රී ලංකාවේ මුළු ජනගහනයෙන් 24% ක් වනු ඇති බවයි. පෙනීමේ දුර්වලතා, එහා මෙහා යාමේ, ශ්රවණාබාධ හා සංජානන දුර්වලතා ඇතුළු විවිධ ආබාධවලින් පිරිමින්ට වඩා කාන්තාවන් පීඩාවට පත්වන බව පෙන්නුම් කරන අධ්යයනයන් පිළිබඳවද පාර්ලිමේන්තු කාන්තා සංසඳය විශේෂ අවධානයක් යොමු කරන බව”, වෛද්ය ප්රනාන්දුපුල්ලේ මහත්මිය පැවසීය.
ඉහත කරුණු සැලකිල්ලට ගනිමින්, මෙම වසරේ ජුනි මස මුලදී පැවති ප්රතිපත්ති සංවාදයේදී සවිස්තරාත්මකව සාකච්ඡුා කරන ලද ‘ආබාධිත අයිතිවාසිකම් පිළිබඳ පනත් කෙටුම්පත’ බලාත්මක කිරීම පිළිබඳ ක්රියාවලිය වේගවත් කිරීමට සහ සාකච්ඡුා ආරම්භ කිරීමට පාර්ලිමේන්තු කාන්තා සංසඳය උත්සාහ දරමින් සිටී.
ආබාධ සහිත ළමුන් සහ ආබාධ සහිත තරුණයින් අධ්යාපනයෙන් ඈත් වීම ප්රායෝගිකව හඳුනාගෙන, අනාගතයේ ඔවුන්ට රැකියා සහ පොදු සේවා වලට සමාන අවස්ථා ලබාදීම සම්බන්ධයෙන් ඇති වන බලපෑම සලකා බලා ආබාධිත පුද්ගලයින්ගේ අයිතිවාසිකම් සාක්ෂාත් කර ගැනීමට රජයේ කැපවීමක් ලෙස වෘත්තීය පුහුණු ක්ෂේත්රයේ නව ආරම්භයන් සිදු කර ඇත. පාර්ලිමේන්තු කාන්තා සංසඳයෙහි සභාපතිනිය ලෙස ආචාර්ය ප්රනාන්දුපුල්ලේ මහත්මිය සඳහන් කරේ ඇයගේ අමාත්යාංශය යටතේ ඇති සමාජ සේවා දෙපාර්තමේන්තුව ආබාධ සහිත තරුණයින් සඳහා මඩකලපුවේ නවවැනි වෘත්තීය පුහුණු ආයතනය විවෘත කළ බවයි. රාජ්ය-පෞද්ගලික හවුල්කාරිත්වයේ ස්වභාවය වන්නේ රැකියා වෙළඳපළට ගැළපෙන පරිඳි පෞද්ගලික අංශයේ පුහුණු කිරීම මඟින් තරුණයින්ට අත්දැකීම් ලබා දීම සහතික කරවන උපායමාර්ගයයි. ”ආබාධ සහිත තැනැත්තන් වෙනුවෙන් කැප වූ ජාත්යන්තර දිනය නිමිත්තෙන්, පාසල් අධ්යාපනයෙන් පසු රැකියාවට ප්රවේශ වන්නන් සඳහා අනුග්රහය දැක්වීමට අපගේ එක් උපායමාර්ගික ප්රයත්නයක් සාක්ෂාත් කර ගනිමින්, මඩකලපුවේදී දෙමළ මාධ්යයෙන් පළමු වෘත්තීය පුහුණු ආයතනය ආරම්භ කළ අතර, කිලිනොච්චියේත් එවැනිම ආයතනයක් ස්ථාපිත කිරීමට සැලසුම් කරමින් සිටින බව” වෛද්ය ප්රනාන්දුපුල්ලේ මහත්මිය පැවසීය.
එවැනි තවත් උපක්රමශීලී ප්රයත්නයක් වන්නේ බහු-ආංශික සේවාවන් සපයන අතරම ආබාධ සහිත දරුවන් ඉක්මනින් හඳුනා ගැනීමට පහසුකම් සැලසෙන ළමා මාර්ගෝපදේශ මධ්යස්ථාන පිහිටුවීමයි. ”මෙවැනි දෙවන ළමා මාර්ගෝපදේශ මධ්යස්ථානය අම්බලන්ගොඩදී විවෘත කෙරෙන අතර, 2022 වර්ෂයේදී තවත් දිස්ත්රික්ක හතරක එවැනි මධ්යස්ථාන පිහිටුවීමට අපි සැලසුම් කරන බව”, වෛද්ය ප්රනාන්දුපුල්ලේ මහත්මිය සඳහන් කළාය.
අවසාන වශයෙන්, තේරීම් කාරක සභාව සහ පාර්ලිමේන්තු කාන්තා සංසඳය වෙනුවෙන් ආචාර්ය ප්රනාන්දුපුල්ලේ මහත්මිය ප්රකාශ කළේ, ”තව බොහෝ දුර යා යුතු බව පිළිගන්නා අතරම, ආබාධ සහිත පුද්ගලයින්ගේ අයිතිවාසිකම් ප්රවර්ධනය සහ ආරක්ෂා කරන, යහපැවැත්ම සහ අභිමානයට ගරු කරන මෙන්ම සහාය දෙන රටක් නිර්මාණය කරමින් ආබාධ සහිත පුද්ගලයින්ගේ ජීවිත නගා සිටුවීමේ වගකීම වෙනුවෙන් පාර්ලිමේන්තුව සහ පාර්ලිමේන්තු කාන්තා සංසඳය කැපවී සිටින බවයි”.

“டிசம்பர் 3 ஆம் தேதி, இயலாமை உடையவர்கள் தினத்தை நாங்கள் கொண்டாடுகின்றோம். இயலாமை உடையவர்கள் எதிர்கொள்ளும் பிரச்சனைகளைப் புரிந்துகொள்வதை ஊக்குவிப்பதனையும், மற்றும் அரசியல், சமூக, பொருளாதார மற்றும் கலாசார வாழ்வில் அவர்களை ஒருங்கிணைத்து அதிக அளவில் ஈடுபடுத்துவதன் நன்மைகள் குறித்த விழிப்புணர்வை அதிகரிப்பதனையும் ஒட்டுமொத்த குறிக்கோளாகக் கொண்டு இந்த நாள் அனுசரிக்கப்படுகின்றது. இவ்வாறு, இந்த நாள் அனுசரிக்கப்படுவதானது இயலாமை உடையவர்களின் உரிமைகள், நல்வாழ்வு மற்றும் மிக முக்கியமாக, அவர்களின் கண்ணியத்திற்கான ஆதரவைத் திரட்டுவதை நோக்கமாகக் கொண்டுள்ளது”, என்று கோவிட்-19 கட்டுப்பாடு, ஆரம்ப சுகாதாரம் மற்றும் தொற்றுநோய்களுக்கான மாண்புமிகு இராஜாங்க அமைச்சரும், பெண் பாராளுமன்ற உறுப்பினர்களின் ஒன்றியத்தின் தலைவருமான டாக்டர் சுதர்ஷினி பெர்னாண்டோபுள்ளே தெரிவித்தார்.

இந்த ஆண்டு இயலாமை உடையவர்கள்; தினத்திற்கான பொதுவான ஒட்டுமொத்த குறிக்கோள்கள் மற்றும் குறிப்பிட்ட கருப்பொருளுக்கு இணங்க, பாராளுமன்றமானது பெண் பாராளுமன்ற உறுப்பினர்களின் ஒன்றியத்துடன் இணைந்து பல வேலைத் திட்டங்களை ஆரம்பித்துள்ளதுடன்; அத்தகைய நபர்களின் உரிமைகள், மொழி உரிமைகள் மற்றும் குறிப்பாக பாராளுமன்றத்திற்கான அணுகல் ஆகியவற்றை வலுப்படுத்துவதற்கான பல்வேறு முயற்சிகளை மேற்கொண்டு வருகின்றது.

2016 ஆம் ஆண்டு இலங்கை அங்கீகரித்த இயலாமை உடையவர்களின் உரிமைகள் தொடர்பான ஐக்கிய நாடுகளின் மாநாட்டின் (UNCRPD) உறுப்புரை 33 இன் கீழ் இலங்கையின் கடப்பாடுகள் தொடர்பில் ஒன்றியமானது கவனத்திற் கொண்டுள்ளதாகவும், UNCRPD செயற்படுத்தப்படுவதை ஊக்குவித்தல், பாதுகாத்தல் மற்றும் கண்காணித்தல் ஆகிய பணிகளுக்குப் பொறுப்பான சுயாதீன அமைப்பொன்றை அமைப்பதற்கான முன்முயற்சியை எடுத்து வருவதாகவும் கலாநிதி பெர்னாண்டோபுள்ளே கருத்துத் தெரிவித்தார். இது சர்வதேச தரங்களுடன் நாடு இணங்குவதை உறுதிப்படுத்தும் கூடுதல் நன்மையினையும் வழங்கும்.
இலங்கையில் இயலாமை உடையோர்; தொடர்பான சமீபத்திய புள்ளிவிபரங்கள் மற்றும் கணிப்புக்களைக் கருத்திற் கொண்டு, வாழ்க்கையின் அனைத்து அம்சங்களிலும் சிறந்து விளங்குவதற்கு இயலாமை உடையவர்களுக்கான உரிமைகளை மேம்படுத்துதல் மற்றும் ஆதரவைத் திரட்டுதல் பற்றிய உரையாடல் மிகவும் முக்கியத்துவம் வாய்ந்தது என்பது குறிப்பிடத்தக்கது. “உதாரணமாக, மக்கள்தொகை கணிப்புக்கள், சுகாதார அமைச்சினால் நடாத்தப்பட்ட ஆய்வின் அடிப்படையில், 2040 ஆம் ஆண்டளவில் இலங்கையின் மொத்த சனத்தொகையில் 24மூ இயலாமை உடையவர்கள் இருப்பார்கள் என்று குறிப்பிடுகின்றது. பார்வைக் குறைபாடு, இயக்கம், செவித்திறன் மற்றும் அறிவாற்றல் குறைபாடு உட்பட பல்வேறு வகையான குறைபாடுகளினால் ஆண்களை விட பெண்கள் அதிகம் பாதிக்கப்படுகின்றனர் என்பதைக் காட்டும் ஆய்வுகளின் விஷேட அறிவையும் ஒன்றியமானது எடுத்துக்கொள்கின்றது” என்று டாக்டர் பெர்னாண்டோபுள்ளே கூறினார்.
மேற்கூறியவற்றைக் கருத்திற் கொண்டு, இந்த ஆண்டு ஜூன் மாத தொடக்கத்தில் நடைபெற்ற கொள்கை உரையாடலில் விரிவாகக் கலந்துரையாடப்பட்ட ‘இயலாமை உடையோர் உரிமைகள் சட்டமூலம்’ இனை சட்டமாக்குவது தொடர்பான செயல்முறையை விரைவுபடுத்துவதற்கும் விவாதத்தைத் தொடங்குவதற்கும் ஒன்றியமானது தனது முயற்சிகளை வலுப்படுத்தியுள்ளது.
நடைமுறைக்கு மாற்றுவதற்கு, இயலாமை உடையவர்களின் உரிமைகளை நிறைவேற்றுவதற்கான அரசாங்கத்தின் அர்ப்பணிப்பு, இயலாமை உடைய குழந்தைகள் மற்றும் இளைஞர்கள் கல்வியிலிருந்து வெளியேற்றப்படுவதை அங்கீகரிப்பதானது, பிற்கால வாழ்க்கையில் வேலைவாய்ப்பு மற்றும் பொது சேவைகள் போன்ற வாய்ப்புகளுக்கான சமமான அணுகலைப் பாதிக்கின்றது, புதிய முயற்சிகள் தொழில் பயிற்சித் துறையில் போலியாக உருவாக்கப்பட்டுள்ளன. அவரது அமைச்சின் கீழ் உள்ள சமூக சேவைகள் திணைக்களம் இயலாமை உடைய இளைஞர்களுக்காக மட்டக்களப்பில் ஒன்பதாவது தொழிற்பயிற்சி நிலையத்தை (VTI) திறந்து வைத்ததாக ஒன்றியத்தின் தலைவரான கலாநிதி பெர்னாண்டோபுள்ளே தெரிவிக்கின்றார். ஏற்றுக்கொள்ளப்பட்ட உத்தியானது, பொது-தனியார் கூட்டாண்மையின் இயல்பில் காணப்படுகின்றது. இதன் மூலம் இளைஞர்கள் வேலைவாய்ப்பிற்கான வாய்ப்புகளுடன் கூடிய பயிற்சி வேலைவாய்ப்புகளுக்கான தனியார் துறை பணியிடங்களுக்கு பரிந்துரைகள் மூலம் அனுபவத்தைப் பெறுவதை உறுதிசெய்வதாகும். “இயலாமை உடையவர்களுக்காக அர்ப்பணிக்கப்பட்ட சர்வதேச தினத்தை முன்னிட்டு, பாடசாலையிலிருந்து வேலைக்குச் செல்லும் மாற்றத்தை உறுதி செய்வதற்கான நமது மூலோபாய முயற்சிகளில் ஒன்றை நனவாக்கும் வகையில், மட்டக்களப்பில் தமிழ் ஊடகத்தில் முதல் VTI ஐத் திறந்து வைத்து, அதை நிறுவுவதற்கான திட்டங்கள் நடைபெற்று வருகின்றன. கிளிநொச்சியிலும் இதே போன்ற ஒரு நிறுவனம் உள்ளது” என்று டாக்டர் பெர்னாண்டோபுள்ளே கூறினார்.
இது போன்ற மற்றொரு மூலோபாய முயற்சியானது, பல துறை சார்ந்த சேவைகளை வழங்கும் அதே வேளையில், இயலாமை உடைய குழந்தைகளை முன்கூட்டியே அடையாளங் காண வசதியாக, குழந்தை வழிகாட்டுதல் மையங்களை நிறுவும் வடிவத்தை எடுக்கின்றது. “இது போன்ற இரண்டாவது குழந்தை வழிகாட்டல் மையம் அம்பலாங்கொடையில் திறக்கப்படும், மேலும் 2022 ஆம் ஆண்டில் மேலும் நான்கு மாவட்டங்களில் இதுபோன்ற மையங்களை நிறுவ நாங்கள் திட்டமிட்டுள்ளோம்” என்று டாக்டர் பெர்னாண்டோபுள்ளே குறிப்பிட்டார்.
முடிவில், தெரிவுக்குழு மற்றும் ஒன்றியத்தின்; சார்பில் கலாநிதி பெர்னாண்டோபுள்ளே கூறுகையில், “இன்னும் நீண்ட தூரம் செல்ல வேண்டியுள்ளது என்பதை ஒப்புக்கொண்டாலும், இயலாமை உடைய நபர்களின் உரிமைகள், நல்வாழ்வு மற்றும் கண்ணியத்தை மதிக்கின்ற, ஊக்குவிக்கின்ற, பாதுகாக்கின்ற மற்றும் ஆதரிக்கின்ற ஒரு நாட்டை உருவாக்குவதன் மூலம் இயலாமை உடையவர்களின் வாழ்வை மேம்படுத்தும் முயற்சியில் பாராளுமன்றமும், பெண் பாராளுமன்ற உறுப்பினர்களின் ஒன்றியமும் உறுதியாக உள்ளன” எனத் தெரிவித்தார்.
